If you hire someone do create a book cover for you, they own the rights to the artwork of that book cover - even if you pay them UNTIL and UNLESS you have a written "Work for Hire" agreement between you. Intellectual property can only be transferred in writing, so get it in writing. A handshake will not suffice, payment is not enough, the written agreement is required!!!
